Fast-read signals for fit, pricing, and trust.
Worth a look for creators who want short, cinematic AI clips from a prompt or a still image, especially when the same character has to appear across several shots. Two things limit it for business use: the site header shows only a "from $9.99 a month" label without naming the plan, so check what each plan includes on the subscribe page, and the terms' content standards say generated content must not involve commercial activities or sales, such as advertising or sales promotions, while a separate clause puts any commercial use at your own risk.
Work starts in the composer on hailuoai.video. You choose a mode, text-to-video, image-to-video or reference-based generation, write a prompt and attach any images, and Hailuo returns a short clip you can regenerate or vary. H3 is the headline model today; MiniMax built it after Hailuo 01 and 02 and describes it as reading text, images, video and audio together. Some content is blocked automatically, and the terms' content standards exclude, among other things, sexually explicit material, impersonation, political campaigning and content that involves commercial activities, sales promotions or advertising.
Buying is hard to judge from the home page. The header advertises plans from $9.99 a month, a monthly rate that does not say which plan it belongs to or whether it assumes monthly or annual billing at checkout, and the Google Play listing shows in-app purchases and says some advanced features need an optional subscription. New users receive free credits at sign-up.
On rights, the terms say the operator does not claim ownership of your inputs or the videos you generate, but you grant it and its affiliates a perpetual, irrevocable, royalty-free licence to use, adapt and commercialise that content. The terms do not grant commercial use: their content standards say generated content must not involve commercial activities or sales, such as advertising or sales promotions, and a separate clause says any business or commercial use is at your own risk whether or not the terms permit it. You must not strip any AI-content watermark or label the operator applies, and you must disclose AI-generated content where the law requires it. Neither the terms nor the privacy policy say whether your inputs or outputs train the models. For certain mobile-app features, the privacy policy says uploaded face photos are used for the one generation task and then deleted. The service is for users aged 16 and over, is governed by Singapore law, and makes no promise that it is available in every country.

What you can actually do with this tool.
Describe a scene, a style or a motion and Hailuo generates a clip. The logged-out composer opens on MiniMax H3 at 2K and 5 seconds in a 21:9 frame.
Upload a still, add a prompt describing the motion, and it animates the picture, which turns illustrations, portraits and other stills into short video without a shoot.
Subject-reference generation keeps a person or character looking the same across scenes using a reference image and guided prompts, and the composer's Omni Reference input takes up to 12 references.
MiniMax describes H3, announced on 31 July 2026, as a multimodal model that reads text, images, video and audio together and outputs video with native stereo sound, up to 15 seconds at 2K. It follows the Hailuo 01 and Hailuo 02 generations. Check which plans give you its longest and highest-resolution output before paying.
The same site offers image creation, templates and a Hailuo Agent next to the video composer. Its Audio menu item links out to MiniMax Audio, a separate MiniMax product.
Common questions about this tool, answered.
The site header advertises paid plans from $9.99 a month, using a plain $ symbol. That is a monthly rate, but the header does not say which plan it belongs to, what that plan includes, or whether it is billed monthly or as an annual commitment; the Android app lists in-app purchases. Check plan names, prices, the credits each plan includes, renewal terms and whether downloads are watermarked on Hailuo's subscribe page before paying. New users receive free credits at sign-up.
Not on any clear licence. The terms say the operator does not own your generated content, but their content standards say generated content must not involve commercial activities or sales, such as sales promotions or advertising, and a separate clause says any personal, business or commercial use is at your own risk whether or not the terms permit it, with you responsible for clearing rights. You also give the operator a perpetual licence to use and commercialise what you upload and generate, and you may not remove an AI-content watermark or label it applies.
The current default is MiniMax H3, announced by MiniMax on 31 July 2026, which MiniMax says generates video with native stereo sound, up to 15 seconds at 2K, with 2K by default. It succeeds the Hailuo 01 and Hailuo 02 models. MiniMax also runs a separate developer API platform, which is not part of the Hailuo app.
Hailuo publishes an Android app on Google Play, and its download page offers the app for iOS and Android as well as web access. Check that the iPhone app is listed in your own App Store region before relying on it.
Hailuo AI is a MiniMax product. Its terms of service are a contract with Nanonoble Pte. Ltd., which the terms describe as a Singapore company, and the privacy policy gives a Singapore address and a minimax.io contact. The terms are governed by Singapore law.
The terms of service and privacy policy do not say either way. What the terms do say is that you grant the operator a broad, perpetual licence over your inputs and outputs. For certain mobile-app features, the privacy policy says facial data is used only for that generation and deleted, along with the uploaded photos, once it completes.
